Looking for good web designers

I am a student from Polytechnic University of the Philippines and also a on the job trainee in GOLETS Inc. My head supervisor told me to look for a good web designer. So that's why I am making this post here in Digital Filipino.

The requirements are:
>Good in HTML, CSS and maybe PHP
>Has a creative mind with creating/designing the layout of the projects (website and web-app)
>Good in creating/editing images for the website and web-app. (Photoshop)


Additional/Preferable skills
>AJAX
>Jquery
>Java Script
>(X)HTML

REMINDER: We using agile programming, it means that we do work in a fast manner and we also programming in OOP.
